3. STEP 3

   Go further: stand as an intervener

   Interveners are formal participants: they file evidence, ask questions of Manitoba Hydro's witnesses, and argue on the record. The Board's Rules of Practice and Procedure set out how to apply, and in major Hydro proceedings the Board has awarded costs to responsible interveners. If you represent a community group, a farm organization, a business association, or a First Nation, this is the strongest seat available.

   1. Watch pubmanitoba.ca for the Brandon proceeding and its intervener deadline.
   2. Apply for intervener status under the Rules of Practice, stating your interest and what you will contribute.
   3. Use the master filing and the machine-readable registry (research/assumptions.yaml) as a ready-made evidence pack; every number carries its evidence class.
   4. Ask about intervener cost awards when you apply.
